2018 Honda Cb300f. Got new tires. Front one spins freely. Rear one is super tough. To make matters worse, this is with the axle nut only half as torqued as it’s supposed to be.

How do I fix it? This is my first time ever doing this, so sorry for the “noob question,” but any help is appreciated.

Just thought I’d ask since most of the listings for this spec are $500-$600. Seller is an old account with a high rating who has sold about 20 items. No description.
