Exceptions to the European pronunciation of "ce", "ci" and "z"

I understand exceptions coming from loan words like "pizza" and "cappuccino", but why is the "ce" in "francesa" not pronounced like a "th", or in "francés" for that matter?

I couldn't really find an answer, and the AI told me it has something to do with Spanish orthography rules, and isn't actually an exception at all. But I couldn't make sense of it, it was too incoherent. I hope somebody can help me.

And as a bonus maybe give other examples that aren't obvious loan words from other languages.
