panhandling/living with child in car???

first I want to clarify that I understand people are going through things and some will do anything to get money for their family. BUT everyday I see this same vehicle (small black cube car) that’s filled to the brim with stuff (from the back it looks like that). Usually they stay until late night hours, but a two or three weeks ago I realized they have a little boy in car. He looks no more than 5-6. it really breaks my heart, but is there anything “illegal” with this situation. it really doesn’t sit well with me and i’ve been debating on contacting cps. (idk if that’s too far)

EDIT: so i’ve taken the advice and did my research. i’m definitely not contacting cps, because like some of you said, it’s horrible and will make the situation worse (which I didn’t realize at first but then did my research) BUT I am going to contacting local shelters and will ask if they need resources when I see them. I give them money a lot of them time. thank you for all the people who commented helpful things instead of bashing me.
