Looking for advice on file sizes

So I have media from my discs that I run through handbrake to compress to take up less space on my plex server. I've been making a compressed 4K version and 1080p version of all my 4k titles. However, the two files are usually within 2-3GB in size of each other. I'm wondering if it's really worth it in any scenario to keep the 1080p and 4k versions of the file versus just keeping the 4k and letting it transcode if needed. The server has an rtx 3060 in it if that makes a difference in this situation.

Why are the output dimensions not the same as the source dimensions?

I use this preset on everything 4k and have never had this issue. I don't know why. The output is seemingly cropped with black bars on the left and right when viewing in VLC. Changing anamorphic to auto (even though I want it off) and checking allow upscaling at the same time will set the final dimensions to the correct 3840x2160 16:9 aspect ratio, but there are still black bars, at least when I did a preview with those settings.

Any advice on what I'm doing wrong here or what the issue could be would be greatly appreciated.

Question for anyone who's ripped Breaking Bad from Bluray...

Did the Breaking Bad source look weirdly low quality for a bluray? Was the file size around 3gb/episode? I'm experiencing both of these things and am wondering if it's possible I have a bootleg set. It was bought off of ebay for $40... but the printing and imagery on the packaging and the discs look legit to me. It all appears high quality and there are no spelling mistakes or anything else that raises concern to me. Other than the files being of low quality compared to other blurays. Also makemkv goes straight to processing titles when opening the disc. It says AACS directory not present, assuming unencrypted disc. Gotta be a bootleg, right?
