Need suggestions

Since everyone is following a single campaign with one ad set and multiple ads, I have a question.
Do you run multiple offer ads within the same ad set, or do you create separate ad sets for each offer or product?
If a single ad set can handle different offers and products, does that mean Meta automatically finds the right audience for each individual ad? Is my understanding correct?

I’ve been observing a trend and wanted to get other marketers’ perspectives on it.
Back when detailed targeting was a major lever, hitting 8x–10x ROAS wasn’t uncommon. Since the Andromeda update, however, it feels like Meta’s algorithm has changed significantly.
From what I’ve seen, a ROAS above 4 is no longer consistently sustainable at scale. Even with dedicated landing pages for different angles, tailored offers, strong creatives, and solid conversion infrastructure, the ceiling seems to be around 5x ROAS.
My hypothesis is that Meta has become much more aggressive in audience expansion and optimization, reducing the impact of manual targeting advantages that many advertisers previously relied on.
What are you seeing in your accounts?
I may be wrong, but I’d like to hear some strong counterarguments or data points before changing my view.

Why is that?

my ads give roas of 4 at half of the budget and then in remaining half it doesnt give anything why is that ?
This happens with me in the last month campaign.

I didn’t understand why this happens in meta?
Is that a signal that my campaign is in limited learning ?

I’ve been running campaign from 1may. From 1may i started receiving 1-2 orders a day with the daily ad budget of INR 2000. my accounts avg CPA is 200 and i can technically get 50 or more purchase events so my campaign can exit learning phase.
It delivered me phenomenal ROAS of 12 on 6 may
With 160 CPA.
But today it seems very cold.
Recevied only 50 sessions.
Is there something wrong from my side or its just meta’s regular thing ?
