Regional Parks & Trails

What are the parameters to have a park or trail count as an achievable area?

I see that most National and State Parks in the United States come up as distinct areas. Central Park in New York is a separate area as well. Should some city parks, regional parks, or regional trails should be included. How are the areas determined?

For Example:

Forest Preserves in the Chicago area

Metroparks in the Detroit area

Regional parks in Arizona

The Lakefront Trail in Chicago

The Fox River Trail west of Chicago

There are many more and I'd guess many around the world that are not designated in Wandrer.

Many of these Regional Parks contain more trails that some State Parks.

This is not a complaint, just trying to figure out what the deciding factors are.
