Should I submit the application package with a placeholder photocopy of my great-grandmother's Ontario birth certificate (with proof that I've applied for the certified copy) and then upload it after I receive it or wait until I have everything to mail the application?

My great-grandmother is my Gen0. I have all the other documents I need to apply except for her certified birth record from Ontario. I had submitted the request on May 30 (with the link to her birth record on Ancestry, the file number, microfiche number, etc.). I understand it's taking 3-4 months to receive right now and with everything going on, I'd really appreciate guidance.
