Flea infestation and foxes in garden - HELP!

Hello, I am desperately looking for advice on how to treat the flea infestation in my garden and prevent foxes from entering, as I believe that is where the flea infestation came from. The neighbours like to feed the foxes.

My garden is made of slate stone and I would like to avoid harsh chemicals, so I bought some diatomaceous earth to sprinkle outside. How long should I expect this to work? And how much and how often should I sprinkle outside?

I was also planning to spread male urine along the perimeter of my garden to prevent the foxes, although I don’t think my husband will be very cooperative with this idea. Are there any other suggestions?

What is this layer that I am able to peel from the plaster?

I bought a 1930s house, and I wanted to paint one of the bedrooms, but I noticed I can easily peel the top layer away from the plaster. I am wondering what is this layer? Is it just thick paint, and why can I peel it away so easily in some areas of the wall? Also, how can I peel it all off without causing too much damage to the plaster underneath, as some parts I have peeled have crumbling plaster underneath.

Edit: Thanks everyone for your input and advice. I am going to remove as much of it as I can then decide on next steps, whether to hire a plasterer or diy it myself.
