Does Alientek T90B Support direct DC voltage?

So i made for my Secure s99 iron a DeWalt adapter. Inside is a basic USB-C PCB board from a single use vape with + and - that i have connected straight to leads in my adapter, so 18V is always live at USB-C port. For me and my Secure S99 it works flawlessly. My friend with alientek T90B asked me to make the same adapter for him. I did and for some reason it does not work at all. Does alientek has to have PD handshake prior to power up or there is another reason? Manual says it supports 9-28V DC. What is wrong?
