I just realized something after beating the game. The hint was there
First of all, it's been a while since I've been obsessed in playing a game, and this one is amazing. I chuckled when Bond already banging two girls even before he became a 00.
Second, with the ending it is almost certainly Isola's employer is Spectre (the achievement name and all). I was rewatching the opening credits (the song is a banger), and when this scene came up, it just clicked. The model in this frame looks identical to Isola in the Webb Gala mission, especially the hairstyle.
And what does this model look like? Black, shadowy silhouette with highlighted eye, it's a specter.
