Koh Tao Raids Target Illegal Foreign Workers; 6 Diving Instructors Arrested

On August 20, 2026, Surat Thani Immigration Police, together with Koh Tao Police and other relevant authorities, raided four targeted businesses on Koh Tao following reports that foreigners were working illegally, particularly in the diving industry.

The investigation uncovered several violations. Six foreign nationals-one British and five Spanish-were arrested for working as diving instructors without work permits. All six were in Thailand on Destination Thailand Visas (DTVs), which allow eligible foreigners to stay in Thailand for remote work and other permitted activities, but they were allegedly working as diving instructors without the required authorization.

The company directors at the businesses were charged with employing foreign nationals without work permits. Authorities are also preparing to investigate whether the businesses involve nominee shareholders, whereby Thai nationals may hold shares on behalf of foreigners.

Officials also inspected a pharmacy after finding a Myanmar national selling prescription/modern medicines and collecting payments from customers. No licensed pharmacist was present to supervise the shop at the time of the inspection. The worker, identified as Ms. Sa Chi Lin, was arrested for working beyond the scope of her authorized employment.

At a beauty salon in Ban Sairee, two Myanmar workers were found providing nail services to foreign customers. Their documents showed that they were legally authorized to work in a different occupation, but they were working in the beauty industry instead. They were arrested for working beyond the scope of their work authorization, as beauty and nail services are among occupations restricted to foreign workers in Thailand.

24-Year-Old Chinese Woman Missing After Chinese Man She Met Online Offers Her a Ride to Chiang Mai

The missing woman has been identified as “Qi Meng,” aged 24. This trip was the first time in her life that she had traveled outside China. She had previously spent about a week traveling in Malaysia before continuing on to Thailand.

The sequence of events began on August 2 at 9:00 a.m., when Qi Meng took Malaysia Airlines flight MH784 from Kuala Lumpur, Malaysia, and arrived at Suvarnabhumi Airport in Bangkok. After arriving in Thailand, a Chinese man whom she had only recently met online offered to take her to Chiang Mai. Qi Meng trusted him and decided to travel with him by car. She subsequently lost contact and has been unreachable ever since.

Her sudden disappearance has caused severe anxiety among Qi Meng’s family, to the point that one family member reportedly had to be hospitalized. However, one notable point is that, so far, no one believed to be connected to her disappearance has contacted the family to demand a ransom. This differs from the typical pattern in kidnapping cases, where money is demanded in exchange for the victim’s release.

Meanwhile, “Chen Ze,” a Chinese influencer and streamer with more than 30 million followers and a friend of Qi Meng, has posted messages on social media seeking help. He provided additional information, saying that based on the clues available, the suspected man may have been planning Qi Meng’s trip since she was still in China. Qi Meng’s friends have also appealed to those who may be holding her, asking them to “spare her life,” and stating that her family is willing to negotiate a ransom in exchange for her release.

At the same time, some social media users have claimed that Qi Meng may have been sent to a “scammer gang” or online scam center, and may already have been taken to work for a company there.

Most recently, the Chinese Embassy in Thailand has activated its emergency response mechanism and is coordinating urgently with Thai authorities to review surveillance footage from the airport and closely track leads concerning the woman’s disappearance.

However, claims that Qi Meng was sent to a scammer gang, as well as suspicions that her trip had been planned in advance, remain under investigation. As of now, these claims have not been confirmed by local police, and Thai authorities have not officially verified the reports.

Illegal Begging Crackdown in Pattaya Finds 17 Cambodian Nationals, 8 Homeless Thais

On August 12, 2026, Pattaya Deputy Mayor Damrongkiat Phinitkan, together with officers from Pattaya City Police, Chonburi Immigration Police, Pattaya’s Social Welfare Division, and the Chonburi Provincial Center for the Protection and Empowerment of Vulnerable People (Ministry of Social Development and Human Security), mobilized teams to crack down on illegal begging and regulate street begging in Pattaya, particularly in Nong Prue, Bang Lamung district, Chonburi.

The operation followed numerous complaints from residents and business operators in Pattaya, who reported seeing undocumented workers begging and bothering tourists at various key locations, especially in tourist areas. Authorities also found several homeless Thai people, some apparently intoxicated, asking for money from members of the public and tourists, causing disturbances and affecting the city’s image as a tourist destination.

Officers were deployed along Pattaya’s Second Road and the beachfront. They found a group of 17 Cambodian beggars, including seven children and 10 adults-one man and nine women.

Among them were infants and young children as young as seven months, two years, and three years old. In some cases, adults were seen carrying young children while begging in an apparent attempt to attract tourists’ attention and solicit money.

Background checks showed that some of those detained had previously been arrested and dealt with under the law. Some had even been deported from Thailand three or four times, yet had returned and resumed the same activities.

Authorities also found eight homeless Thai nationals, some of whom appeared to be intoxicated, begging in the area. All those detained were taken in for identification and record-keeping before being handed over to officials from the Chonburi Provincial Center for the Protection and Empowerment of Vulnerable People (Ministry of Social Development and Human Security). Officials will proceed in accordance with the law and consider providing appropriate assistance where needed.

Authorities said the operation was aimed at maintaining public order, reducing disturbances to tourists, and protecting Pattaya’s image as a safe and welcoming tourist destination.

Thai Cabinet Backs New Rules to Speed Up Deportations

On 14 July, Thailand's Cabinet approved a draft Prime Minister's Office regulation on deportation, aimed at speeding up the removal of foreign nationals who threaten public order or violate immigration laws.

The draft allows deportation for six categories of offenses:

Illegal entry or stay in Thailand.

Illegal employment.

Illegal business operations.

Forging or using forged government documents.

Crimes punishable by three years' imprisonment or more.

Acting as an organizer, instigator, or accomplice in any of the above offenses.

The regulation also requires the Department of Corrections to notify the Ministry of Interior before an imprisoned foreign national is released, enabling the Interior Minister to issue a deportation order without delay.

Deported individuals will normally be returned to their country of nationality. If nationality cannot be confirmed, they may be sent to the last country where they resided before entering Thailand. A third country or international organization may accept the individual if it formally agrees through diplomatic channels to cover all related costs and the person consents in writing.

The government said the new regulation is intended to improve coordination between agencies and accelerate the deportation process, as Thailand currently lacks a formal administrative framework for deportations.

Thai Police Bust Alleged Fake Birth Registration Network After Official Admits 21-Year Practice

According to Thai police, led by Deputy National Police Chief Pol. Gen. Samran Nuanma, authorities launched Operation "Dragon Scale Removal" to dismantle a network that allegedly falsified birth registrations for foreign nationals.

The scheme allegedly involved a hospital employee, a district office official, fake Thai "fathers," and foreign mothers. By falsely listing Thai fathers, children born to foreign parents were allegedly granted Thai citizenship by descent or birth, giving them access to education, social benefits, and property rights, raising national security concerns.

The court issued 40 arrest warrants and 42 search warrants, targeting:

1 hospital official

1 district office official

17 fake Thai fathers

16 foreign mothers

The case follows Operation "Reverse Dragon Scale" on April 29, when anti-corruption authorities arrested district office official Siriporn. She admitted registering births for children of Chinese nationals based on documents submitted by a private hospital instead of the fathers themselves, claiming it was done for convenience.

She also acknowledged that the required paternity form (Por Kor 14) cannot actually prove biological fatherhood without DNA evidence, and admitted the same practice had been repeated many times over her 21-year career.

19 Foreign Nationals Arrested Amid Fears Transnational Crime Networks Are Shifting from Sihanoukville to Bangkok

July 10 - Rear Adm. Parach Rattanachaiyaphan, spokesperson for the Royal Thai Navy, said border forces intercepted 19 illegal entrants near the natural border crossing in Nong Takong, Pong Nam Ron district, Chanthaburi, on July 8.

Those arrested included 14 Cambodians (3 men, 7 women, 4 children), 4 Chinese nationals, and 1 Indonesian, who were handed over to police and immigration authorities.

Preliminary questioning found that the Cambodian group planned to seek work in Chanthaburi, Rayong, Chai Nat, and Samut Prakan, paying 7,500-8,000 baht each to smugglers to cross via unofficial routes.

The five foreign nationals said they had traveled from Sihanoukville, Cambodia, and intended to reach Bangkok, paying US$4,800 (about 150,000 baht) each to be smuggled into Thailand.

The Navy said the case highlights continued attempts by human-smuggling networks to use Thailand's border as a transit route, potentially linked to transnational criminal organizations, and vowed to maintain strict border surveillance and enforcement.

Chinese Embassy Responds to Questions on Mekong Tributary Pollution

Chinese Embassy in Thailand Spokesperson Responds to Questions on Mekong Tributary Pollution

Question: In recent days, groups in Thailand have staged demonstrations outside the Chinese Embassy and the Chinese Consulate General over pollution affecting tributaries of the Mekong River. How does China respond?

Answer: China has long paid close attention to reports of heavy metal contamination in tributaries of the Mekong River in Thailand and understands the concerns of communities living along the river about environmental protection and public health.

The river involved is a transboundary watercourse shared by Thailand and Myanmar. Any investigation into this matter should be conducted on the basis of facts, scientific evidence, and accountability, so that responsibility can be determined objectively. China supports Thailand and Myanmar in enhancing communication and coordination and in launching a joint investigation as soon as possible to properly address the issue.

Protecting the Mekong River Basin ecosystem is in the shared interest of all riparian countries and is a common responsibility. China is willing to deepen cooperation with countries across the basin on water resource management and environmental protection, working together to preserve the Mekong River Basin's ecological security.
