So did Penta not stream his party?

I just got back from some 4th festivities and wanted to see if anything funny happened at his party and I don't see him streaming or a vod. Did he stream with no VOD or was there no stream? Did he get ghosted and no one showed up to his party!?!

Ava keeps Hank as CoP after 1 on 1 convo

The convo starts here: https://www.twitch.tv/videos/2810718325?t=4h36m36s and lasts a little under 30 minutes.

Hank basically says that he knew they were going to get destroyed in court but that he ignored his command's advice to settle because he wanted it to be a "learning experience". He said it would show his officers the importance of "crossing their t's ans dotting their i's" because they had messed up their handling of Baxter. Hank also mentioned how the person that made the mistake (Izzy) had been demoted and that overall they were redoing their FTO program. He said they were rewriting their training manual as their previous manual was written by Love and that it was lacking.

From her response, it seemed like Ava disliked Love and was happy to join Hank in throwing her under the bus. Hank described Baxter as someone that had been terrible at his job overall but was a legal wizard that knew all the nuances of the laws and used them to tear apart the department's actions.

As someone that wanted to see Hank removed from CoP, I think he came up with the best explanation/excuse for his actions and Ava ultimately decided to keep him as CoP. Ava also mentioned that she didn't know anyone that would be a good replacement for Hank as CoP. Hank said he thought that he was finally getting LSPD into a good place after removing all the "politicians" and "snakes" which basically seems to be anyone that disagreed with his leadership decisions.

The conversation didn't change my position, and I still think Hank should be removed from CoP, but I can kind of understand Ava's decision.

How did forced transfers become a thing?

So it seems like Hank has decided to "force" transfer Nicole. The reasons are a bit convoluted but from what I've gathered he thinks she is insubordinate because she doesn't agree with his leadership decisions (which tbh seems pretty reasonable) and because she wanted to become higher ranked. There was also the Ava conversation about CoP picks which was mentioned in another thread. Based on a convo between Osvaldo and Hank it seems like it's a done deal.

Anyway, it seems a bit fucked that she's being forced to transfer. I have to be honest, I haven't seen her stream so I don't know her perspective on it. But until Chase came along, and really it's mainly a more recent development, I had never seen forced transfers in a PD. I had seen situations where people avoided being fired by changing departments but it seemed a bit more consensual.

I was honestly hoping she was going to be resistant to the idea. Then if she happened to get fired for not agreeing to the transfer I thought it would have been funny to see the Baxter Labor Law be put to the test. I don't like the forced transfers overall because it seems like a way to avoid conflict.

What do you all think of forced transfers?

TehJamJar likely leaving the server (at least temporarily)

After 10 days of not streaming TehJamJar logged in on his character Ronnie and spoke about how he isn't happy with the state of the server and it's direction. He is planning on not playing Ronnie for a while and he might see if he can find some good RP on Biggs and if unsuccessful he is going to play some RD RP.

He cited the continued issues with cars, mentioning that he was aware of changes that were supposed to have been made but weren't on the server. He mentioned his displeasure with stealing Kidneys in RP, comparing it to a forced sex act. He also mentioned that 5 weeks ago he had a ticket talking with admins about getting a building for his chop shop and the admins said they would have an answer for him that week but it still remains unanswered.

He was also displeased with Windsong's mass pardoning, saying that he felt it negated a lot of time and effort cops put into capturing and prosecuting people. He even went as far as to say that he thinks it was LQRP.

I think this is a very bad sign for Chase given how much time and effort JamJar put into the server and how much RP he created while on the server. His attitude today and what it was like 1.5 to 2 months ago are night and day. Back then he was developing a racing scene that had started to pick up a lot of steam and was one of the bright spots on the server. He was also doing it during a time slot that was one of the less active ones but his RP was breathing life into it.

He is one of the streamers I have enjoyed watching most on Chase and I personally hope he does find some RP worth doing on Biggs because I like watching JamJar but RD RP really isn't my thing. Unfortunately I don't think it's super likely given how dead the server has been during the hours he tends to play.

Bloom or Hamm, who was the bigger snub?

Neither Bloom (Moosebrother) nor Hamm (Peachachoo) showed up to Wrangler's "retirement" party. Which of them not showing up is the bigger snub?

The Stans love their false narratives!

Stans making their claims about "snarkers":

https://postimg.cc/14nztj11

They claim that "snarkers" said Penta was going to rig the election for Lars/Bones and Sharpe. As well as claiming people said Wrangler would insert himself last minute as running for Sheriff.

Thread discussing elections on RPClips (deleted because I told OP to not directly link Penta clips):

https://www.reddit.com/r/RPClips/comments/1uhgxdq/early_election_results_released_by_penta/

No mention of rigging, let alone rigging for Bones/Lars or Sharpe. No mention of Wrangler being added as a candidate.

It's pretty funny that they want to shit talk "snarkers" (aka anyone who doesn't worship Penta) so badly that they resort to just making shit up. It's hilarious but its also pretty sad that they feel they have to go to such extremes.

Penta mentions "Long term plans" for Baxter

Do you remember how CG used to get upset about their arcs ending "not the way they wanted?"

I feel like Baxter is going to have the same results and the same type of crash out from Penta. He was just talking about "long term" plans he has for the character which seems to ignore the fact that he is already on the verge of being fired and would probably already be fired if he wasn't the server owner.

Unless Penta basically restricts LSPD from firing Baxter, which would be pretty lame, I don't see how he is going to last long enough to have "long term" plans. Basically every stream Baxter is doing corrupt shit and also being incompetent. I just don't see how that combination doesn't result in him being fired without OOC intervention.

Force Matrix vs Game Mechanics

I think there was kind of an interesting situation from the Baxter stream. Baxter beat a woman that was running away from him in a traffic stop. There was another cop who witnessed it and asked why he didn't taze her instead. Baxter mentioned the force matrix. Ancillary to this discussion, but he was sent off duty for the night for what he did.

Penta made the comment that the cop was wrong because the punching someone is lower on the force matrix than using a taser. On a side note, I think I saw him beating her with a baton but that's beside the point. Something that has been common on Wrangler and now Baxter is that he will punch someone rather than tazing them, claiming it is lower on the force matrix.

IRL, the Empty Hand force level involves restraining with the officer's hands, grappling, and some striking at locations meant to subdue the person. These are things that aren't really implemented in GTA, which only offers punching and kicking. They also have the "GTA lock on" where it can't be dodged in a lot of situations and it ultimately results in the person being knocked unconscious with no chance of escape.

While Tazing does have the ranged advantage, the cops are able to miss their shots and then the criminal has the resist cuff mechanic where if successful they can try to continue escaping. Aside from the very rare event of someone choosing to perma, there is never any lasting effect from being tazed.

On some other servers, i.e NP, despite "empty hand" being lower on the force matrix, there needs to be a higher level of escalation from crims before they are allowed to beat them down instead of using their tazers.

While a lot of stuff is copied in GTA RP from IRL, I'm not sure if it makes sense for the force matrix to be an exact copy due to the mechanical limitations of the game. It is a game at the end of the day and I think fun and fairness should have some considerations over realism. So I think the NP route of having beat downs be higher on the force matrix than tazing is probably better.

What do you all think? Should beating someone unconscious be lower on the force matrix than tazing them? Or should crims be tazed and have a chance with the resist cuff minigame?

Penta on Baxter lying on the stand

In the last PD meeting, Penta commented that he thought cops lying on the stand was too powerful and would be considered a rulebreak. On his new cop, Baxter, he has decided to lie on the stand and he gave his reasoning to chat on why it was ok for him to do so.

Penta said its ok for him to lie on the stand as Baxter because he has perma conditions and because he has been doing things like telling his command that he is smoking weed before getting on duty. I think his idea behind his comments is that Baxter is destined to die or get in trouble/fired but I don't really see how that has any connection to lying on the stand. The criminals that are the "victims" of his lying are going to feel powerless like all criminals do when facing a cop blatantly lying on the stand. They are still going to feel the impact/consequences of those lies even if Baxter permas a week later, they still end up getting jail time now for things they potentially didn't do / would have been ruled not guilty.

I really don't understand this justification for lying on the stand.

Has anyone seen any recent polling for Gov/Sheriff?

I saw that someone was doing some sort of polling and posting the results to Birdy a couple days ago. I was wondering if anyone had seen any recent polling. I know it is probably going to be a bit inaccurate but it's probably the best info we can get going into the election.

From what I recall seeing, Ava was in the lead for Gov with Windsong in 2nd. Surprisingly (and much to Bonga's displeasure) or not that surprisingly, Bones and Lars had almost 0 support in the polls.

I don't really recall what the Sheriff numbers looked like.

Anyway, if someone saw the polls and could share the info and/or could share a screenshot of them that would be appreciated.

How often do you need to play a character for your RP to "count"?

In light of the recent Retcon, I was wondering, how often and for how long does someone need to RP on the server to have their RP count.

Is it the total number of times logged in or does the amount of time spent on the character matter? Is 1 hour a week enough? What about 1 hour a month? What if someone logged in 5 times but only for 5-10 minutes each day?

We know normal rules don't apply to Penta, but if someone was playing a business owner as often as he plays Larry (which seems to be like an hour or two every other week) would their RP count?

Should all of John Org's actions be retconned since they are never on the server?

If a gang leader hasn't been around for a month but they log in to blood out a gang member, does that gang member have a right to ask for a retcon?

Does anyone like Sharpe?

I'm just curious if there's anyone out there that likes this character. If so, what do you find appealing about the character?

While I haven't really watched them directly (other than from some clips posted in the other subreddit), from what I've seen, he is generally a conceited asshole. He seems to think he is always right regardless of the situation. He also doesn't seem all that humorous.

From a slightly OOC perspective, it seems like he is a big W chaser as well. He seems to be all about the CS/COD lobby PvP and abuses the revolver which is a stupidly overtuned weapon even after its "nerf."

On a tangent, I know the revolver is limited to command but it is so busted with Chase's gun balancing design. Chase is all about balancing guns through their exaggerated recoil, but it doesn't matter with the revolver because it 1 taps or 2 taps. Penta has said that crims didnt have certain tools because they had better guns than cops but literally the best weapon on the server is a cop weapon currently.

Best Devs on FiveM: Slot Machine 100x pays out 10x.

While the malfunction has created some funny RP, Baxter (Penta's moron cop) was lucky Moonbeam was watching while he hit 7 7 7 for 100x on the $100 max bet when the machine had $11k in it and he only got paid out $1k.

Also, so the slot machine has the Reels stop from Right to Left which I have never seen a slot machine no stop Left to Right. Obviously it has no impact but it's the small details, like checking that the math on the payouts work lol.

Wildly stupid = funny?

I was wondering if I missed the memo on RP trends, but is the new funny thing to have characters that are wildly stupid? This new cop character seems to lack the understanding of things a child would understand, and I guess that is part of the punchline somehow? Are people finding this character funny, and maybe I'm just out of touch with popular humor?

All cars now equipped with built in printer-- "Race Receipts" generated after completing race.

Jamjar was doing a race on Ronnie and he found that after completing the race, a "receipt" with race information i.e lap times. There was some sort of identifier for the different races but I didn't catch what it was. While having the lap times and stuff is cool, it is now evidence that just "appears" on racers after doing a race, which Jamjar wasn't too happy with.

He also mentioned some car balancing stuff. Apparently he spent 8 hours testing cars and putting data / observations in a spreadsheet ans it was entirely ignored. He said he was asked this week to help with car balancing and he said he had no interest if they are removing car upgrades (which he thinks has a decent likelihood of occurring) and another comment of his made it sound like he would quit the server if they removed upgrades.

It's a shame Penta made his feedback feel ignored to the point of not wanting to go on the test server to help with balancing. Penta was having issues going 60 seconds without crashing into a local vehicle or random object. He never reached the top speed in the Sultan for the 10mins I watched and the vast majority of his "testing" was going sub 100mph because the acceleration becomes very minimal at that point and he couldn't avoid obstacles long enough to get it higher.

TJ hopped on the dev server and he was such a bad driver that even Penta called him out on it. Supposedly Moose and Em were supposed to hop on the server for testing so maybe they were able to generate some better feedback on the cars.

Overall JamJar sounded pretty unhappy with the server and he mentioned "taking a vacation." Definitely not a good thing to lose one of the mist consistent streamers on the server. Given the many negative things he said about recent interactions he had with Penta, I think the "buddy cop" idea Penta mentioned the other day might be DOA.

Wrangler buys house, finds out its 10k a week in taxes, perfect excuse to remain Sheriff?

So Wrangler bought a house and has to pay 3% on the 360k pre-tax price. The funny thing is he gave himself a "bonus" (after asking Windsong to give him one which she declined due to budget issues) for the 170k he was short to avoid having roommates (both Sal err Monte and Sequioa wanted to live with him). So he can't slack and have others cover his taxes. Does this mean Eternal Sheriff time?

Also, the whole home buying experience was pretty funny showing how disconnected he is from things as the server owner. He thought he was set with his 200k and then got sticker shock when the Real Estate Agent told him that wouldn't get him into any house on the market. Then he found out about the taxes. His comment was "how could anyone afford to buy a house?" Which for government workers its basically out of reach without getting roommates or grinding lots of hours for almost a year.

Not that everyone deserves to have a house nor is it essential to RP or anything but I think it's funny how slanted the economy is towards criminals, car sales people and RE Agents who are all making the most money on the server.

Has anyone seen/heard of someone doing a "world boss robbery"

They were supposedly working after the community meeting. So has anyone seen someone do one or heard of someone doing one?

If so, what did they get from the robbery?

I haven't watched all that much since Saturday but I watched Jarthur a little bit before work and he was hoping to find one but he didn't come across one at least while I was watching.

Anyway, is there any proof they are actually functional at this point?

Sunday Stuff: Wrangler claims not running for Sheriff. Mack No-Shows 250k Civil Suit

In the BCSO meeting Wrangler declared he wasn't running for Sheriff. Let's see if that holds this time around.

Undersheriff Mac's civil lawsuit for running over 2 old women and basically hit and running happened and he didn't show up. Penta seemed pretty upset about it. I wonder if this means Mac has no intention of returning to Chase?

Edit: One more thing I forgot to add. Penta has plans to make a buddy cop to play with JamJar, except he hasn't spoken to JamJar about the idea at all and JamJar generally plays much later than Penta. I think normally they only have like a 2-3 hour overlap.
