Could someone please inform me how is Chisa with Rejuvenating Glow better than Mornye in Hiyuki + Lynae team?

After getting Chisa and equipping her with Rejuv and building her fully, I compared her with Mornye fighting against Cartethyia hologram 6. With Chisa I defeated her in 59 seconds, but with Mornye I defeated her in 54 seconds. Also the damage is clearly higher with Mornye where Hiyuki can do 620k with her final Liberation. However, with Chisa she does 544k.

If Chisa was meant to add to the total team dmg leading to higher total dmg, then why is the team with Mornye defeating Carty more quickly?

Which is a better way (DPS wise) to use Hiyuki's Liberation?

Save all 3 charges to use them in the second rotation then tap liberation in the third, or use the 2 charges in the first rotation then just tap liberation in the second rotation and again use 2 charges in the third rotation and so on?

Let's take ToA for example where we fight Mephis then comes after him False Sovereign in the same fight. When I fight Mephis and reach the point where I will use the charged liberation, I'm able to fully charge it which is three times. However, when False Sovereign comes after him and I do the exact same moves to reach the point where I charge the liberation to attack him, it only charges one time and attack.

Why is this happening and what decides how many charges her liberation can do?
