Loose wire that previous owner did and unknown black circular device

Hello guys so I bought this 1998 V6 Mustang for cheap just a running fun car it drives I’ve noticed, though that the previous owner did a lot of wiring work specially underneath the steering wheel panel. I noticed this loose wire that is cut, and that black little circular. Item as well with the red and green I’m just wondering what that could be the previous owner did say that he did put upgraded speakers so could that be with the black little circular item ?
I’m also trying to figure out where this cut wire goes I’m debating on connecting itback and seeing what happens but I don’t wanna blow up so what are you guys think it is I know it’s hard to tell from the video but I would appreciate anything. Thanks for your time
Also, does anyone know how to get the door chime working? I turned on my car today and I had my door open and and for the first time I heard the door chime but then it stopped 🥲

Anyone know what this is

It happens right after I turn off my car Even if I’m not going anywhere it sounds like it’s coming from the driver side in the engine Bay. It’s a 1998 V6 Mustang. The car still drives fine even though it’s made that noise it’s been about 2 months since I’ve gotten it I just kind of assumed it’s just a noise due to age
