Help me understand the crafting and gearing behind this build

Hey fellow exiles!

I want to recreate a build I found, but obviously I can't realistically get the exact same items the original creator has. What I would really like to learn is what stats actually make the build work, which ones are essential, and how I can craft similar items myself.

I'm currently running POE2 0.5 Navira's Frozen Popcorn Build. Shoutout to CamaroniNCheez for making the build: https://www.youtube.com/watch?v=DGcGztS6ISE

In the old version, he used Ice Nova to create the Frozen Ground, which he then pops with Navira. In the newer version, he uses a pet with Trail of Ice to create the Frozen Ground and then pops the ice with Navira instead.

For single target, he uses Kelari, and that has been working reasonably well for me so far.

I'm not interested in simply buying the finished gear. I'm not rich enough for that, and honestly, I'd much rather learn how the items are made and work toward crafting them myself.

My main problem is that I don't really know which stats I should be targeting or how to realistically get them.

For example, I've tried rolling helmets with normal currency, but I haven't managed to hit +2 to Minions. I did find one with +2, but unfortunately it's only ilvl 50 and I'm currently level 69. Nice.

I've also had basically no luck getting +Minion levels on the sceptres. For the sceptres, I'm not particularly bothered about the spell they come with — I'd happily use any Shrine sceptre if that's a good base for this build, since I don't care about having a useful spell on it and the extra flexibility for resistances would be much more valuable to me.

So what I'm really looking for is something along these lines:

  • What are the important stats on each item for this build?
  • Which stats are mandatory/core for the build to function properly?
  • Which stats are just nice upgrades that I can worry about later?
  • What kind of item level/base should I be looking for before I start crafting?
  • How do I actually craft the important modifiers rather than just throwing random currency at items?
  • Are there particular essences, omens, reforges, fractures, etc. that make sense for these items?
  • If getting +2 Minions on a helmet is extremely rare, is there a more sensible crafting strategy than simply spamming currency until it appears?
  • For the sceptres, what should I actually be looking for if I don't care about the granted spell? Is a Shrine sceptre a good starting point?
  • What stats should I prioritize on the sceptres besides the +Minion levels?

Most importantly, I'd like to know what I should be farming for so I can gradually improve my gear instead of wasting currency on things that aren't useful.

Basically, I'm trying to understand both the crafting path, and why this specific finished item.

If the original build has, for example, +2 Minions / X / Y / Z on the helmet, I'd like to know:

"You need +2 because of X. Y is important because of Z. Start with this base at this ilvl, use this currency to target X, then once you hit it, do this to get Y."

The same goes for the sceptres and the other important pieces.

I want to be able to look at an item drop and know "this is worth keeping because I can craft toward my goal", rather than just looking for an item that already has all the right stats.

I'm basically looking for someone to teach me how to build toward his build, rather than tell me to go buy his build.

FYI: I used to play a bit of PoE during 2020-2022 and now I came back for PoE 2. Back then I used to simply copy a build and follow it as hard as I can without much thought. As I wanted to start crafting items, I got told by all my friends that it's not worth my time and I should just buy it. Now I want to try a different approach.
