[PC][90s] Art game about a little boy who gets crayons as a gift

Graphics/art style: The art was a very simple cartoon style, very round with no hard lines. I remember the colors being soft and slightly washed out.
The format was that of a story book, going from page to page. The only one I remember clearly was the last page were the boy protagonist had become an artist, it showed him as an old man sitting and drawing, his back was to you and you could see the wall in front of him full of his drawings.
Notable characters: A little boy was the protagonist, He had brown curly hair. I don't think they ever showed the parents of his big brother even though they were mentioned.
Also his school teacher who inspired him to become an artist. I think there may have been an antagonistic teacher in the beginning who hated art or something like that.
Notable gameplay mechanics: It was point and click mostly with the exception of the art games which were very simple, even simpler than MS paint.
Other details: I remember playing this game when I was a child in the 90s.
The story was very simple, there was a little boy who loved drawing and for his birthday he got a big box of crayons. He was in primary school. I think he took them to class and got yelled at by a teacher who had something against him drawing all the time but in the next semester of school there was a new younger teacher (I think she may have had red hair but I'm not entirely sure) who was impressed by his drawings and inspired him in some way to keep on drawing with his crayons. By the end the story tells you he never stopped drawing and became an artist.
There was a voice-over narrating the story, I don't remember there being any written words, so I don't think it was an educational reading type of game. You could interact with random objects in the pages which would make sounds, move or the little boy would speak and tell you something about the objects or his life. Some special objects would take you to a sort of mini-game where you could draw or mess around with colors.
The one mini game I remember the most had to do with autumn leaves. There were different kind of stamps in the shape of various brown or orange leaves you could stamp on a blank canvas and then click a whirlwind that would turn your random stamping into a kaleidoscope-looking collage.
