ID this beauty

Hoping someone could identify this beauty. I am kind of fascinated by the dual steer buses. I know Melbourne has the double decker from the airport.

Does the duel steer really help with getting around tight comers?

Transregional bus from Carnarvon with only one door unlike its TransPerth cousins with rear doors.

Just wondering if it is law anywhere else in the world, when a bus is indicating to leave a bus stop, all other vehicles must stop (safely) and give way (yield) to it.
