Why is it not « c’est l’heure »?

A video of a man dancing on a paddle board, looks weird to me! (Idk what to add to the title)

My friend sent me this video. I noticed a strap on a man’s leg is not attached to anything (it should be attached to the board, I guess) and pointed it out to my friend saying this video is AI. My friend refuses to believe it’s AI and I also am not sure 100%. What do you think?
