Do perms permanently affect new hair too? Or just pre-existing hair?

Hi! I have straight virgin hair and I'm thinking of getting a perm. I keep reading from different websites that the process is chemically irreversible and permanent, but is that really the case? Or am I misunderstanding and it only applies to pre existing hair... 🤔

Can I spray paint sequins/paillettes that are on tulle?

Not sure if this is the right flair, or the right place to ask 🥺 I was wondering if it'd be possible to spray paint the paillettes on this dress black? I don't like how it looks and removing it individually would be a pain... I was thinking of using fabric spray paint but I'm not sure if there's anything I should look out for/any brands, I don't modify my clothing often!
