AC unit. What am I missing here?

This is my first summer in my home. I have a Lennox AC unit that was "winterized" which I want to check is working properly before the hot weather hits. My problem is that it won't turn on. The fan on the top never starts spinning. I hear no noise from the unit.

A few things I checked after googling was:

I checked the breaker, it's on.

I checked the power box next to the unit. It's in the on position.

My thermostat is set to cool, and the fan is running in the furnace.

There are no leaves or other things inside the unit.

I hosed down the filters on the outside of the unit.

I checked the ducts to see if there was some sort of shutter closing the airflow, I couldn't see anything besides the air purifier, which is open. I did try closing it, but that didn't really do anything.

The unit is about 10 years old and apparently worked fine last summer.

We had a new furnace installed in Decembe, so we asked to have the guys who did our furnace to come back and check our AC.

While I'm fine having professions check in on this, I'm not too proud to admit I don't know shit about this stuff, and maybe I'm missing something obvious.

I did notice some kind of protective coat over a part of the internal section of the AC. I assumed it was to protect the compressor or something. I have no idea if that's a part of the winterization or not. Is that normal, or is that potentially blocking something? Are there any other general suggestions I should look out for?
