Guys I need help with my pom's relentless itching

So we went to the vet, 2 vets actually a few months ago and Milo was diagnosed with secondary seborrheic dermatitis, triggered by environmental allergies, he has yeast, inflammation, dry skin flakes that stick to patches on his skin and sometimes dandruff.

He was prescribed a strong shampoo and apoqul. He was on cytopoint as well but that wasn't working. Apoqul seemed to work a bit better. His fur has grown back, although not as much as that picture but progress is progress.

The one thing that remains is relentless frustrating and whimper inducing itching. He will not stop scratching and poor Milo is so frustrated. I have to go to him because I can hear him whimpering from the itching.

I tried several things to try to soothe his skin in between washes and injections. I tried burt's bees itch soothing spray, hydrocortisone (helps with itching but is not the best for yeast filled skin) coconut oil (not the best either) oatmeal baths, and aloe Vera. No matter what I tried, he just kept scratching. I see that the hydrocortisone does help minimize itching but after researching it for Milo's specific condition it can apparently stop healing and can make yeast worse. I do know he might need some moisture because his suffers from dry flakes and even flare up but I don't know how to soothe the itch without making things worse.

I could really use some advice. Is there anything I can put on him to get his itch under control and provide some soothing relief in between his treatments? I feel bad seeing him be so uncomfortable and I just want to help him feel better.
