"Technical" in TS Position

Current TS and given that being a TS isn't actually an engineering job, how meaningful to your resume are the "technical" skills? It's just interesting how the word "technical" gets used a lot and I feel like this vaguely mostly refers to understanding one's application (and understanding how things like rules and extensions work), Chronicles and data structures in Epic, and M code. So broadly like software skills in a way. While this isn't engineering nor computer science, what value would another company or degree program see in these "technical" skills?

TS Development

If I do development as a TS and do as much development as I can (outside of customer work), would this at least somewhat be considered engineering work since software developers are basically software engineers? Meaning would the development I hopefully do be considered engineering work and could I describe it as such on my resume? I do have an engineering degree also.
