Looking for advice: Creating a side-driveway boat storage pad in Concord (Zoning/Permits)

I’m looking to reclaim some space on the right side of my driveway (currently sloped dirt/rock with an overgrown agave) and turn it into a dedicated storage pad for a wake boat trailer.
Before I get too far into grading, building a retaining wall, and laying down aggregate base, I wanted to see if anyone here has gone through a similar front/side yard project in Concord.
A few specific things I'm trying to navigate:

  • City Regulations / RV/Boat Ordinances: I know Concord has specific rules regarding storing recreational vehicles and boats visible from the street. Has anyone dealt with the planning department on side-yard parking pads or screening requirements recently? How strict is this?
  • Setbacks: Trying to make sure the pad sits far enough back behind the front building line to stay compliant.
  • Contractor vs. DIY: I have a dump trailer and am planning to rent equipment (mini-excavator, plate compactor) to cut back the slope, but if anyone has local recommendations or warnings about soil/drainage issues in our area, I'd love to hear them.
