Right Turn from Slip Lane / Channelize Lane in CA

This is an intersection that on one side merges into the bike lane, has a stop light to the left, a crosswalk and then after the crosswalk yield marking. There are no signs on the right.

the second photo is the other side of the street, turning right onto this street. A few years ago it had a stop light on the island, but they're removed it. This side has the yield markings before the crosswalk, not after.

Neither cross walk have walk signals, they only exist for the main street.

DMV is stating that we ignore the markings on the ground, and the stop light for the first right turn is what we should be looking at. That seems ambiguous to me given the signal is directly adjacent to the crosswalk, not after the crosswalk as well.

Thoughts? Everyone I've asked but the DMV says that this road would be treated as a yield.
