Rx 9070 vs Rx 9070xt

Currently I have a PowerColor Reaper Rx 9070 that I got for $632. I can return it and get the same card for $535 or upgrade to an Asrock Challenger 9070xt for $630. I'm having a hard time deciding if I should pocket the money or make the upgrade. All of the prices include tax.

I have a 650w evga gold 80+ psu with a i5 12400/32gb ddr4, planning to upgrade to a 13600k. I play wuthering waves, the finals, and wukong.

Here are the specs for my current pc:

CPU: Intel i5 12400 (I have an untested 13600kf as well)
GPU: RX 6650xt
RAM: 32gb DDR4
SSD: 1TB M.2 SSD (Gen 3)
PSU: EVGA 80+ Gold 650W (B tier)

I run CachyOS but I don't mind swapping to windows if it means better support for the GPU, I want to upgrade because my computer is struggling with playing The Finals and Wuthering Waves at 1440p (I am running a 180hz monitor).

I have a budget of 400-600 USD, I want to stay at the lower end of that budget unless there are good reasons to go all the way up to 600, I am open to buying used (on Ebay), open box, new on amazon etc.

I've been looking at options such as a 9060xt 16gb new on amazon for $460, RTX 4070 used on Ebay for $450, RTX 4070 super $540 ish, RTX 5070 new for $600, RTX 9070 new for $592.

I find it hard to balance between like DLSS vs VRAM and price to performance for the specific games that I play (along with the risks of buying used). I probably wont use MFG in any of my games, maybe FG (definitely upscaling, I run no AA/Upscaling in The Finals) in some harder titles that I want to get into like black myth wukong etc.
