For those who have gotten pentests from both small boutique providers and big name major players, which do you prefer and why?

I had to get my windshield replaced 3 or 4 years ago after my neighbors teenage son was weedwhacking the yard and kicked up a rock that flew all the way across the street and cracked my windshield. About a year or so after that I started noticing this weird fog on the windshield. It always happened when it was raining. The defrost unit doesn't work great since its an older car so I keep a towel handy to wipe the windshield down now and again. Only this fog didn't wipe.

It kinda did and kinda didn't really. It's like I could wipe part of it but not all of it. It freaked me out a little and I got out rubbing alcohol, windex, and even acetone to rub down the windshield inside and out, but this fog kept coming back. On days when the defrost is working it can evaporate the fog, but on days when it isn't no amount of wiping or even scrubbing hard completely gets rid of the fog. Looking at it closely it almost looks like the fog is *inside* the windshield. I thought maybe there is some film or layer that covers the glass and the fog is inside that. Is that something that happens? What should I do about this?

Edit: I should mention the fog does eventually clear on its own. It just can't be wiped.
