Is my CH incorrect?

I have a problem radiator which is always way cooler than it should be. It has been flushed and balancing attempted. And just recently it had been replaced, but the new one suffers from the same issue.
When it was replaced I also had a small one removed which involved taking up a floor board and I took a look at the pipes and took this picture.
You can see a pipe coming out of the problem radiator, which I assume is the return because it is cool and the other radiator pipe is hot. You can see the two pipes which went to the other radiator. All the pipes are hot apart from the one coming out of the radiator.
What I find odd is that there is a short pipe between the flow and the return pipes. Wouldn't this be a short cut that would reduce the flow through the radiator?
