What is/was this pipe?

Location is basement laundry room, about 3-3.5' below grade. You can see the top of the foundation in the 2nd pic. 3rd pic is outside - obviously work was done in the past. House built in the 30s. Water main comes in 15' to the right, nothing to the left. Waste is also far to the right, under the floor. We believe there is an exterior drain tile system.

Problem: when we get heavy rain, water cones in around the pipe and there is a hole in it.

Would appreciate help identifying what the pipe was for and whether to call a plumber or foundation expert.

EDIT 2: I've learned something tonight about the POS systems at restaurants and why I was charged what I was. I was wrong to question the check. At the same time, I feel the manager didn't properly explain the situation to me - he was rude. I will go back there tomorrow and pay the $5 because it was a fair charge.

EDIT: Ok, I now understand the additional charge. It's standard. The $44 was for 2 oz of rye and the $5 was for making the cocktail. I haven't encountered this before, which is why I asked about the additional charge. It was the way the manager treated me that lead to this post. Thank you to everyone who politely explained this to me.

I noticed this $5 extra charge on my bill, seemingly for ice. I brought it to my server's attention and he went to his manager. The manager came over and, in a very condescending tone, whiskey-shamed me because he thought I was complaining about the cost of the drink (when HE orders a drink, he knows what he's getting). He also said that the rye is a $90 bottle so he's admitting that he's charging $44 for 2 oz. But I wasn't complaining about the cost of the drink because, in River North, I expect to get charged a premium. I reiterated that I was asking about the $5 extra charge and he switched lines to tell me that, because I ordered a 2 oz pour (I was asked if I wanted 1 or 2 oz), they had to use more vermouth. I asked him why the cost isn't just rolled in instead of adding an additional charge. No good reply to that. He finally said he would take off the $5 charge but made no apology for any misunderstanding and continue to act like this was standard operating procedure. I thanked him and dismissed him.

The lesson here is to ALWAYS review the check before paying and call out any dishonest charges you find. BTW, our server, Juan, was great and was tipped appropriately.
