I've had these bumps on my thighs, arms, and butt since I was around 16 or 17. It feels like every time one bump goes away another one appears next to it. They never itch and they never hurt unless I'm sitting in an awkward position and putting pressure on it. Moisturizing doesn't really seem to help, and Cetaphil's exfoliating rough & bumpy cream seems to help a little but I haven't been consistent with it
