Joining as VP with 14 yrs exp. worth it?

Context: i am currently at VP level in another US bank. I have been VP for 3 plus years now.
Now I get an offer from jpmc with a salary hike but they are giving same title of VP. HR said that Exec Director is what comes above VP and I am not eligible.

So my question is- how tough it is to get promoted to ED and whats usual experience and eligibility level to get there?
