Help! My black neon tetra is gasping for air!

Okay so I keep a 10 gallon community tank and I noticed one of my black neons was sitting at the surface of the tank gasping for air. It was dinner time so I fed as usual and put some flakes next to it but it ignored the food. It’s so out of it. I was able to scoop it up in my hand to move to a container and it barely reacted. I checked my water parameters and it was 0 ammonia 0 nitrites and 0 nitrates (my tanks are established and always read 0,0,0) temp is 75-78° F. None of the other fish are gasping and are acting completely fine. Can someone help? I would prefer not to lose this baby!
