Right turn on red
Can I turn right on a red even (if there’s no sign prohibits it) even if the oncoming traffic has an advanced green?
The video I attached confused me because I always thought it was legal and okay to do, but the dude in the video says it’s the law not to?
On a test is it better if I wait or can I still go if I feel safe to go?

Turning
if i am turning right out of a plaza (the drive test centre) and the lane closest to me is clear but the one next to it has lots of cars, do i wait for both lanes to be cleared..in case a car abruptly decides to come into the lane i want to turn in? or can i turn if the lane closest to me is empty?
Im mainly inquiring on what would be appropriate to do for the test. I don’t want to wait too long and it come off as “hesitation” but i also don’t want to go if thats not allowed
