Does anyone know why I have this? It’s only on my left arm and I nowhere else and I’ve had it for as long as I can remember

I got this for an event this summer. It’s a christening and then the after. I live in Ireland so every event like this has an afters at a bar. How would you style it? Like what accessories? What colour shoes? Bag? How should I do my hair? I have long dark hair.
