He is back- stalking in Falls Church

UPDATE 7/6: the red Toyota Corolla came back yesterday after more than two weeks without showing up. Same situation, stoping in front of our house, leaving when he notices we are watching and then passing in front of our house several times. Today we’ve counted at least 8 times. Police still can’t do anything.

Need help understanding what is going on.

ORIGINAL POST:

Since Monday, June 15, we’ve noticed suspicious activity involving a red Toyota Corolla repeatedly parked and driving in front of our house.
On Monday, my husband went for a walk around the block, and the car appeared to follow him, repeatedly stopping, turning around, and passing by our house. After he went back inside, it drove past our house six times.
The next night, around midnight, I went outside to take out the trash and saw the same car. After the driver saw me, it drove past our house another five times.
We called the police, but they said they couldn’t do anything since no crime had been committed.
The following day, around 5 p.m., the car was parked in the same spot in front of our house (as shown in the photo). When we went outside, the person inside left, and when we drove away, they started following us for several blocks.
We checked our Ring camera footage and confirmed that this car has been around our house multiple times every day since Monday.
Has anyone experienced something similar or have any recommendations? The police told us there’s nothing they can do unless a crime is committed.

Hi, thank you all for your comments and recommendations.
The car has not come back since Thursday. After we filmed him, he followed us for a few blocks and drove by our house three more times, but after the police came, he never returned.
We followed some of your suggestions. We had two e-bikes in our front garage, and we moved them to the back and hid them. We also spoke with our neighbor across the street, who had seen the car several times during the day and had also noticed the suspicious behavior. He said that when he walked outside and the driver realized he was being watched, he immediately left.
We have also been hearing some unusual noises coming from the house next door. That house has historically had suspicious activity around it, with many different people living there rather than a single family, which has made us wonder whether there could be some kind of drug-related activity. Over the past couple of weeks, we’ve heard more noises there, so we think this situation may be connected to something happening at that house. We’re going to try to get in touch with the owners to let them know.
There is absolutely no reason why the FBI, ICE, the police, or any government agency would be targeting us.
We’ll keep you updated. My husband has been staying up every night watching through the window to see if the car comes back, but so far it hasn’t returned.
I’m honestly afraid to stay home alone now, so we’re going to wait and see what happens over time. This whole situation has really affected our peace of mind and has made us feel unsafe in our own home.
