Pc damaged during transportation

Hello, i received my second-hand pc today and it sustained a lot of damage during transportation; to the point that it doesnt even send any signal when connecting to the monitor. The cpu cooler is very bent to the right, the fan of that side doesnt even fully align anymore due to the reduction in space, im afraid that the cpu socket pins might be done for. I will buy some thermal paste later and open up the cpu socket to see if there’s any broken pins. I will also do a reset by taking out the cmos battery and ill try to boot with one stick of ram to see if one of them is a problem (i have a red light flashing on the motherboard between the cpu and dram debug panel). Any other advice for the troubleshooting? Its my first ever pc and didnt encounter any problems of this magnitude on my laptop so i got a lot to learn.

The 8 pin connectors were in during my testing and i tried the motherbord port too.
Returning isnt the best option as the seller is a victim in this too, i dont want neither of us to lose money because of the transport provider.
Returning it would also be bad as i cant get a deal close to it with the same money in my country (around 1000 dollars), im better off trying to get the marketplace/transport provider to pay for the damages)

Update: I gave up on working on it myself and i took it to a professional service for a consultation that i have to attach to my complaint. Guess that makes the post redundant now. Hope bargaining with the marketplace wont be too bad.

Is a bent cpu cooler safe to operate

Hello, i just got a SH PC and the cooler got (or so it seems) bent during the transportation. Would it be safe to turn the pc on and test the temps or should i just wait and get another cooler. It seems to be Assassin X 120 Plus.
