I'll try to give an example because it's a very specific moment that someone picks to start walking.
You're walking somewhere like the beach or a hiking trail, enjoying the serenity. Someone is standing still up ahead, checking their phone or taking a photo. At the *exact* moment you pass them, they decide to start walking again instead of taking a beat to check their surroundings. They're now only a couple of paces behind you and going the same speed as you.
Why would they not wait a couple of extra seconds to leave a gap? It's the walking equivalent of someone choosing the bathroom stall next to you when all the others are empty. There's no need for this close proximity!
