Packet Loss

So I have been having issues with packet loss that started at the beginning of May, before then next to no packet loss.

Yesterday I had an engineer come out and he cleaned the fiber, replaced the Fiber converter (currently in the brown box outside) and replaced the Hub (red bar of total loss).

But as you can see it made no difference, Another thing I have noticed is my upstream QAM randomly dropping to 16 and slowly back to 64.

From what I've seen online it could be my power levels, is there anyone here that could confirm this?

I have another engineer coming out to move the fiber converter into the house, so I wanted to know what to tell them to get this fixed.
