Dry skin and scalp

Not sure if this is diet related or what but my skin and scalp is extremely dry. I have shower filters, drank more water/milk, focusing on micronutrients but it is still bad. Even if I wash my face with water it flakes. My scalp is even worse, I get so many flakes and my hair gets sooo greasy after a day or two. I tried using tallow and only using water to wash my face every 2 days but it is not doing too much. This problem skins down to my chest and upper body aswell. The dry skin causes acne too. I have resulted to using cerave and stuff I would usually call slop to see if it makes a difference and it only slightly helps. I am frustrated because I don’t want to treat the symptom but actually get rid of the issue. Let’s say I do have genetic problems, then how do I treat my skin and scalp? I can’t just drown myself in oils and humectants all the time. I’m hoping someone has a solution for this in this community.
I eat animal based with occasional sourdough or starchy vegetables. Would raw primal help me or is this unrelated?
