Struggling to move providers (away from Virgin Media). What are my options?

Hi guys. My broadband contract with virgin media ends in December. I saw that EE offers full fibre in my area and up to £300 towards exit fees so I bought a package with them. The engineer came to my house and couldn't install the broadband because

  1. the router is at the front of the house

  2. because the fibre pole is at the back of the house, with the house having an extension and being slanted, he said he's not allowed to work on a slanted roof due to health and safety regulations

  3. He said hes also not allowed to throw the cable over the roof as that's not allowed anymore aswell

I do really want to move to full fibre internet. Aside from installing the router at the back of my house, under the extension, which would be the kitchen, what options do I have for getting full fibre internet?

Would these same rules apply to any provider I switch to? or is it only openreach that do not allow slanted roof work & wiring over roofs?
