Applying internally before 12 months

I moved into a new role few months ago after applying internally. It was a promotion, and I genuinely love the work.
Unfortunately, shortly after I joined, there was a reorg and a completely new manager was brought in. The working relationship has become extremely difficult and toxic. At this point, I honestly can’t see myself working under her for another 6 months.
I see an internal managerial position but
company policy says employees must remain in a role for 12 months before applying internally. Has anyone successfully received an exception or found a legitimate way to apply earlier? My main reason for wanting to move is to get away from this manager, so I doubt she would support or approve a transfer.
Could HR or the hiring manager waive the waiting period? Has anyone been in a similar situation, and how did you handle it without making things worse?
