How should I start out as a beginner with a low budget?

I live in the United states, USD currency, and my budget may vary depending on how much spare cash I have. So, I've never really thought about getting a PC until recently I got more into gaming and my hp all-in-one just isn't cutting it anymore. My budget is currently pretty low, and I wanted to know how I should start. Would it be best to just buy a cheap prebuilt PC and slowly replace the parts with better ones as I buy them? Or just buy the parts one at a time as I get enough free cash or something? I'm not too well versed on any of this, but I'm definitely willing to learn. Any and all help is appreciated!
