New game + or full restart?

i was thinking of replaying Part 1 and couldn't decide whether to go new game plus or just a clean restart, i like the idea of starting with all the weapons and like skill upgrades but i don't want it to be too easy because of that, can anyone who's played new game plus tell me if you found it a bit too easy by having all of that stuff in the beginning. or if new game plus has some sort of new stuff that i should get for the first time aswell e.g collectibles and similar things.

do ubisoft despise modding?

i've modded my games for quite a while now and for most games its the most simple process ever, drag and drop and you're basically done couldn't get any easier, came back to play a couple ubisoft games (breakpoint, ac odyssey, ac shadows) and my god don't they make it complicated, breakpoint is literally unplayable and shadows + odyssey basically just have cheat engine and thats it.

for games with what should be such freedom for modders to do what they want, with all the kind off stuff i've seen created for other games of similar types ubisoft has such a minuscule presence in modding comparatively and i cant do anything but wonder is it because its so hard to mod in the first place compared to other games?
