(202) 413-1665 FCC "Allen Yang" Scam (?) Targeting Chinese Americans

This seems to be a Federal Communications Commission (FCC) scam targeting Chinese-speaking Americans. I don't, but my mom does, and they called me claiming that my mom (or someone with my mom's information) was in Xiamen, China and created a U.S. number (929) 319-4443 and was using it to scam Americans. The caller claimed to be "Allen Yang" (who does work for the FCC according to https://www.fcc.gov) but I don't think that's him. He seemed to expect that his victims would be Chinese-speaking because he insisted that I speak Chinese and his English didn't seem too good. This has all the signs of a scam, but he never did, said, or asked me to do anything that would get him money. If he was not in it for the money, what was the point of the scam?
