Electric cables I pick up are 1m long instead of 20m

Maybe a weird title, it's quite frustrating and I am trying to figure it out.

At the beginning, before sailing, on the rooftop of the building (I like exploring hehe), I found an electric cable laying on the ground. When I pick it up, it's 20m long. When I try to connect it again, it's only 1m and I can't do anything.

There are some solar panels and windmills there, I want to use them to start up the fabricator and recycler on the rooftop.

Does anyone know about this? Is it a bug or am I doing something wrong?

Paying for delivery and tipping delivery people

I sometimes order online, never via thuisbezorgd or uber, preferring the restaurant’s delivery system.

Some of them have a minimum order for delivery, under that they charge 2.50-4.50.

I assume that amount is paid to the delivery person when I order more.

Others are saying free delivery over 25-50.

I assume the delivery people will get a percentage or fixed sum out of that.

Because of this, I usually tip 2-2.50, with the reasoning that if the delivery is 2-4 and I tip another 2, that’s generally around 10% tip of the total order.

I am curious whether the delivery people get those 10% or if they only get my tip and the delivery costs go to the restaurant. Or how does it work?
