Not me but a friend,

Their counselor signed them up for housing without any notice, they don't attend ASU as a student, but is getting charged for rent, and a late fee despite never attending or notice.

This amount is extremely hefty for someone who didnt have any notice nor attended. Has anyone been in a situation like this, or dealt with an issue like this? Any advice helps.
