Endless Car Repair

I got into a minor accident and cracked the front end of my car, denting the bumper. I went through my insurance who sent me to an 'in network' garage for an appraisal and repair. They couldn't schedule me in for the repair for a few weeks and I drove my dented car just fine until I took it in. That was almost a year ago. I get emails from the garage every couple of weeks saying the parts for the repair are on back order, or the wrong parts arrived, or the part kit didn't include some other piece they need. In the meanwhile I am wracking up rental car fees from the rental agency located inside the garage. I'm at almost $6000 of rental fees that my insurance plan doesn't cover. I have tried many times but the garage refuses to return my car, they say any dented bumper means it isn't road safe. If I show up with a flatbed and remove the car that way, I am violating my insurance terms. I feel like I am trapped with them directly siphoning infinite money out of my bank account.

What are my legal options, how can I make this stop?
