Absolutely unreasonable extra luggage fee

I purchased a round trip ticket from Chicago to Dublin to Frankfurt and then the same route back. On August 16th I am on my returning flight starting from Frankfurt. My ticket includes a checked bag, a carry on bag, and a personal item. I did not run into any issue when coming from Chicago to Dublin to Frankfurt. However, at the checkin of Frankfurt, a on-scene officer forced me to check my carry-on luggage, and said that checking the carry-on luggage is free but carrying the carry-on luggage with you would charge a 35 euro. I have lots of delicate electronics in my carry-on bag so I am unwilling to check it, and it is of course impossible to put all the electronics in my backpack. I was therefore forced to pay 35 euros. However, I was not made aware of this policy any time during my purchase of the ticket on Aer Lingus official website or through any other sources. This is absolutely ridiculous and a total abuse of customer rights.
