We can't figure out how much tokens we have per month

What we thought:
$39 seat x 3 = $117 = 11700 tokens /month

But look at all those different figures in the many settings pages.

21000 tokens?

16400 tokens?

$362? $164? $198?

Can you help us understand all of this
