My friend said, any modifications require registering it in the car registration. Like dashcam, window tint, and etc. I had asked my car dealer to put tint on my new car. How do I check if the tint is legal (registered)

I am finally at the juncture to get a new car after getting my license and renting for a few months. Budget is around 110k. I drive an EV previously so plugin hybrids make sense to me. Test driven a few cars and below is my shortlist so far;

1. Tiggo 9 CSH PHEV 109k or the Tiggo 8 CSH
   Pros: good drivetrain and ev range, 7 seater, app control, Lux interior
   Cons: Qatar spec is the low trim for PHEV (no HUD, massage seats, premium audio, etc)
2. T1 i-DM PHEV 119k
   Pros: good road presence, good drivetrain and ev range, app control
   Cons: no stock until at least year end. FF. Slightly more expensive.
3. BAIC BJ30e HEV 114k
   Pros: good road presence, AWD, light offroad, very good hp and torque
   Cons: no app control, not PHEV; small ev range
4. Captiva PHEV 110k
   Pros: Good dealer network, smaller, better fuel economy,
   Cons: less power and ev range, good but simpler interior, drive is not as refined

Any owners of above vehicles have any insights on their vehicles would greatly appreciate especially on reliability.

I am currently looking at good PHEV under 150k QR. Currently looking at Tiggo 9, Song Plus, and Exeed RX

Anyone know how do I do this in the current situation? I have asked around in Malaysia and most of them seems to hold all freights to the middle east. I only need to bring household stuff about 2m^3 using air freight and there seemed to be no company doing it. Is it good idea to engage logistics company based in Qatar?
