How to implement Shouts from Skyrim
So, recently I stumbled at this The Elder Scrolls hack(https://docs.google.com/document/u/0/d/1LrwjJtmQL1XaJd\_UBGWxvMXNi-pDMeTccy50RPbNrcw/mobilebasic) and became super exited at trying to DM Fate with this, but I have exactly zero experience with this system. And the problem is, I want at least one of my players to use Thu'um/Shouts but I'm not sure how to implement it. Should it be used with Speech skill and aspect, it's own separate skill, or be purely stunts? And how to implement ability to use weaker version of shouts by using only 1 or 2 words instead of full 3?
If someone doesn't know, Thu'um is a powrful ancient type of magic, originally learned from immortal dragons, and is done by shouting 1 to 3 words(more words - stronger effect) in dragon tongue. While it's use is natural to dragons, mortals need extensive training, a lot of time and spiritual contemplation to learn even single shout. Unlike regular magic, where it is divided into disciplines with many thematically similar spells, each Shout is unique.
